Whis doesn't have the fact we know how exactly he uses his powers. We know he could use em, so it's safe to assume he'd use em UNTIL proven otherwise. That is to say he wouldn't outright change a person's biology since he hasn't shown to do so, but he has shown he can create inanimate objects akin to his sister.

Which mean he dedicates most of his being to fighting and training. It doesn't mean he's Superman and doesn't kill. That doesn't matter, for one there a ways around the censors (take out all the blood and organs for example, or covering it up with an effect like a bright light and explosion). It hasn't been shown that Whis can or will use his abilities in combat as you say, why do we apply arbitrary restrictions to Goku?

So? We don't know everything about Goku's powers either, just more. He know he could use them, so it's safe to assume he'd use them UNTIL proven otherwise. He's shown himself able to teleport, both in and out of combat, what's preventing him from using them like I described? To be safe we should assume he can use them like that until proven otherwise, I mean it's not exactly like he's never used IT to get the drop on an opponent before, what's preventing him from using it this way?

Only powers Goku displayed are super strength, speed, durability, endurance, reflexes, ki sense, ki manipulation, transformations, enhanced healing factor, Zenkais, mimicry (low level), telepathy, and telekinesis (low level), dimensional travel via Instant Transmission. We know Goku use the ones that are at the notice of necessity. And Goku never proven he could do more with the powers that he got for the current level he's at. Whis doesn't have that limitation, yet.
